Security Requirements in Blackburn ## Many kinds of premises in one place Within 5km of Blackburn sit six business parks, four retail sites, the Royal Blackburn Teaching Hospital, five rail stations and 59 pubs, bars and nightclubs, including Jazzy Kex. That range means an emergency can look very different from one call to the next: a smashed window at a shop on a main street, a breached fence at a business park, or a venue short of door staff on a Saturday. Each needs a different officer and a different brief.
